Tóm tắt

Với phương pháp hồi quy dữ liệu bảng động S-GMM kết hợp với kỹ thuật phân tích biến tương tác trên số liệu của 32 quốc gia khu vực Châu Á trong giai đoạn 2010-2023, bài viết chứng minh được những tác động tích cực từ chi tiêu công cho lĩnh vực xanh và chất lượng thể chế đến chỉ số phát triển bền vững tại các nước. Kết quả nghiên cứu còn khẳng định việc cải thiện chất lượng thể chế ở 1 số khía cạnh quản trị công như ổn định chính trị và không có bạo lực, hiệu quả quản lý nhà nước, chất lượng các quy định, và hiệu lực thực thi của Chính phủ sẽ thúc đẩy những tác động tích cực từ quá trình chi tiêu của Chính phủ cho lĩnh vực bảo vệ môi trường hướng đến mục tiêu phát triển bền vững tại các nước Châu Á trong giai đoạn nghiên cứu.

Abstract

Using the S-GMM dynamic panel regression method combined with interaction variable analysis techniques on data from 32 Asian countries in the period 2010-2023, the article demonstrates the positive impacts of public spending on the green sector and institutional quality on the sustainable development index in these countries. The research results also confirm that improving institutional quality in some aspects of public governance, such as political stability and absence of violence, state management effectiveness, quality of regulations, and government enforcement effectiveness, will promote positive impacts from the government's spending on environmental protection toward sustainable development goals in Asian countries during the research period.
