Abstract
Digital transformation is becoming increasingly important for small and medium-sized logistics enterprises; however, previous studies have not fully explained how technological resources and environmental pressures are translated into digital transformation through organizational mechanisms. Drawing on the technology–organization–environment framework, the resource-based view, and institutional theory, this study examines the mediating roles of digital transformation strategy and top management support, while also testing the moderating role of employee skills. Data were collected from 298 valid responses provided by individuals involved in digital transformation decision-making or implementation in small and medium-sized logistics enterprises in Ho Chi Minh City and analyzed using SPSS and AMOS. The findings show that information technology infrastructure, IT management capability, government policy, and competitive pressure are positively associated with digital transformation strategy and top management support. These two organizational factors serve as mediating mechanisms leading to digital transformation, while employee skills positively moderate and strengthen both relationships. The study clarifies the mediating roles of digital transformation strategy and top management support, as well as the moderating role of employee skills. Accordingly, it suggests that small and medium-sized logistics enterprises should pursue digital transformation through the coordinated development of technological investment, strategic orientation, leadership commitment, and workforce capabilities.
