Abstract

This study examines the impact of public investment on local economic growth in Vietnam using a panel dataset of 34 provinces over the period 2011–2024. The analysis employs a combination of static panel models, dynamic System GMM, a quadratic specification, and a panel threshold model to capture the underlying relationship between public investment and economic growth.

The empirical results show that public investment does not have a statistically significant effect in linear and dynamic specifications. However, a clear nonlinear relationship emerges when extended models are considered. The estimated threshold level of public investment is approximately 6.35% of GRDP, while the turning point is around 11.58% of GRDP. These findings suggest that public investment becomes effective only after exceeding a minimum threshold and exhibits a positive impact when reaching a sufficiently large scale, thereby explaining why linear models fail to detect significant effects.

This study contributes to the literature by providing provincial-level evidence on the nonlinear and threshold effects of public investment in a developing economy. The findings imply that fiscal policy should shift from merely expanding public investment to ensuring that investment reaches an effective scale and is allocated efficiently.
