Abstract
This study provides a comprehensive analysis of Vietnam’s financial market supervision framework during the period 2015–2024, a time marked by rapid financial expansion, increasing interconnectedness across market segments, and rising systemic vulnerabilities. Based on an intensive review of theoretical foundations and international supervisory models, the study finds that Vietnam’s current sectoral supervision model has become inadequate in addressing systemic risks, supervising market conduct, and detecting cross-market violations. Recent high-profile cases—including the SCB–Van Thinh Phat incident, the Tan Hoang Minh corporate bond scandal, market manipulation cases, and bancassurance misconduct—clearly illustrate the limitations of the existing supervisory structure. Using a qualitative methodology, this research analyzes regulatory documents, synthesizes international experiences from the United Kingdom, the United States, Singapore, China, Japan, and South Korea, and evaluates Vietnam’s institutional characteristics. The findings suggest that an integrated financial supervision model is the most suitable option for Vietnam’s 2025–2035 period, especially given the country’s ambition to develop an international financial center and deepen its capital markets. The study proposes a three-phase roadmap for transitioning toward an integrated supervisory authority and provides recommendations for strengthening the legal framework, adopting risk-based supervision, developing centralized supervisory data infrastructure, and applying SupTech/RegTech to enhance supervisory efficiency and systemic stability.
